Pam Swilling is responsible for the implementation and regulation of policies and procedures related
to the SBA's Surety Bond Program. She serves as liaison between SBA Headquarters and the prior approval
and preferred surety companies to provide policy and procedural corrections necessary based on
deficiencies detected through audits and on all matters of the insurance companies and their agents
that participate in SBA's Surety Bond Guarantee Program. She also develops and conducts orientation
programs for new surety participants and existing sureties requiring corrective actions.
Swilling is the Security Administrator for the program and is responsible for the oversight
and monitoring of the collection of fees from sureties and contractors that participate in the program.
Swilling received a B.S. from Saint Paul's College in Lawrenceville, Virginia.
